To revoke all non-domiciled CDL’s, to restrict CDL’s to US Citizens only. ELP Mandate and stricter background and driving history checks to a minimum of 3yrs US Driving History.
Part 3
Enhanced CDL
All commercial drivers (for-hire drivers included; DoorDash, Uber, LYFT, Wal-Mart, Amazon etc…) to meet an in-app random driver verification. In addition all CDL’s will have a chip that will tie that driver and drivers record to a vehicle and its authority securing the driver is present in that vehicle and it is not a chameleon carrier.
Part 5
Truck Signage
All signage is to be permanently adhered to truck. Signage cannot be covered by any temp. Such as magnets, tape or paper unless in transit which cannot be under a load. Severe fines for failing to comply and vehicle impoundment.
Part 7
Training
Dalilah’s Law will require all training schools to provide the correct vehicle that the driver intends to operate. No daycab and puptrailer, when the driver intends to operate a condo sleeper with a 53’ trailer.
Part 9
DOT Compliance Unit
DOT to have its own Fed Law Enforcement Agency to oversee and ensure uniform compliance nationwide. All officers fall under 287g and will have arrest powers. All vehicles placed OOS will be impounded w/ $10,000 min fine.
Part 2
Commercial Accidents
Accidents resulting in grave bodily injury and or death to have CMV investigation. Driver license to have temp suspension for 30 days unless CMV investigator deems no negligence on driver's part.
Part 4
DOT Application
Requiring a finger print to complete the DOT Application. VIN# cannot be connected to more than 1 DOT#’s at anytime. Few exceptions allowed. Additional DOT applications using the same address, same truck or same driver name will need to be vetted for previous good standing prior to application approval.
Part 6
Broker Liability
Brokers will be open to lawsuit if negligent hiring is found, due diligence must be a minimum standard prior to hiring a carrier as well as driver verification. BOL to match name on truck, failing to comply will result in immediate confiscation of truck and load.
Part 8
Non-Compliant
Under Dalilah’s Law any carrier failing to meet these standards, truck and trailer to be impounded for a minimum of 30 days with a $10,000 fine, broker to be fined at $50,000 for 1st offense, separate sheet for continued non-compliance.
